Ho Chi Minh City Real Estate Association (HoREA) says the city government’s decision to stop licensing new high-rise apartment building projects in central districts 1 and 3 until 2020 may lead to a monopoly among the few developers with projects currently under construction, giving them a chance to raise the apartment prices.
